The body of a man believed to be in his twenties was found in Corio Bay behind the Geelong Waterfront Carousel this morning.
A couple staying on a nearby vessel spotted the submerged body several metres off Cunningham Pier, about 9.15am.
Police and paramedics attended the scene, cordoning off the area as detectives investigated.
Police were yet to identify the man.
A short while ago police were awaiting a search and rescue team to retrieve the body.
Highway Patrol Acting Sergeant David Ramm said they were not treating the find as suspicious.
City Hall issued a statement saying it had closed the carousel until further notice as police continued their investigation.
Police urged anyone with information relating to the body to phone the Geelong Police Station on 5225 3100 or Crime Stoppers on 1800 333 000.
