’Initial’ deputy term defended

GEELONG deputy mayor Stretch Kontelj has defended the role’s initial six-month term against criticism it lacked continuity.
Cr Kontelj said council had made no decision on what would happen after his six months expired.
“The plan was for a first term of six months. There is no plan beyond that, other than to revisit what will happen after that,” he said.
“No determination has been made if there will be six-month terms over the four-year period of council.”
The Independent reported last week that Geelong Ratepayers and Residents Association was concerned the position would change every six months, threatening “instability and uncertainty”.
Cr Kontelj said the initial six-month term suited him and the newly-elected council.
“The aim is to give a particular focus initially, based on my background and skills, around the financial and governance challenges.
“Financially, we aim to do an efficiency and effectiveness review on the workings of council, using my experience as accountant and as a long-serving councillor.
“My legal background will help in ensuring good governance, helping the transition for new mayor Keith Fagg in the first term.”
Cr Kontelj said criticism of the short initial term was groundless becausethe mayor’s four-year term would provide continuity.
“There’s never been criticism of the deputy before. People used to criticise the mayor’s lack of continuity – now we have a long-term mayor and people are criticising the deputy mayor.
“The deputy mayoral role being six months will not create any instability. You will barely hear a peep from me as deputy because Keith will be leading the team.
“I’m merely using my particular skill set to help underpin and set the direction of council to that pivotal mayoral role.”
Cr Kontelj said part of the role would include setting a new city plan and budget.
“Our challenge is to keep the spirit of cooperation going and not get distracted by noise from outside.”
Cr Bruce Harwood, who moved the motion nominating Cr Kontelj for the six-month deputy mayoral term, said it was a clear sign from a united council to ensure Cr Fagg was fully supported.
“Keith came to us with this structure and council is supporting it because he has the mandate from the community.”
