‘Surprise’ over new levy talks

A FRESH round of consultations on plans to hit property owners with an annual $200 fire levy has surprised Geelong leaders.
Councillor Bruce Harwood, who holds council’s finance portfolio, said he was unaware of State Government’s new public consultations until the Independent alerted him.
The Independent discovered plans to run the consultations on a Government website. The Government’s initial submissions period closed recently.
Cr Harwood was “not surprised” the Government was seeking further feedback on the controversial levy.
“There’s certainly some apprehension on the part of the Government on this,” Cr Harwood said.
“It (additional consultations) is a good way to find out what community thinks about the level and the process of the levy.”
The Independent reported last month that council was refusing to collect the proposed fire services levy.
The Government’s proposed changes to the existing insurance-based levy would include the new charge on rates notices.
Cr Harwood said administration of the levy could lead to “cash-flow exposure” for council.
A council report said the levy would cost on average $200.
Geelong Chamber of Commerce president Jim Walsh said he was also unaware of the new public consultations.
“It makes sense because the Government recognises it will be a significant change,” Mr Walsh said.
“What we don’t want is for this to delay action because this had already gone on for years.
“So many reviews have recommended this, so now it’s time to get on with it.
“I can understand why councils are nervous because they fear a public backlash but I don’t think that would be the case. Provided the changes are explained there’s no reason why the fire levy should be confused with council rates.”
The Government will run its consultation meeting from 2pm November 14 at Geelong Masonic Hall, Regent St, Belmont.
