$50m project stuck in funds ‘waiting game’

A WAITING game between state and federal governments is delaying a $50 million upgrade of Geelong’s library and heritage centre, according to a councillor.
Barbara Abley said any Commonwealth contribution depended on when the Baillieu Government would deliver its pre-election pledge of $15 million for the project.
The Federal Government was waiting to see whether Victoria delivered its share in this year’s budget or in 2014, she said.
“It will be contingent upon State Government, there’s no doubt about that,” Cr Abley said.
“It’s probably the beauty of having a Labor Federal Government and a Liberal State Government but both levels of government have been extremely supportive.”
Council has committed $20 million to the project and wants Federal Government to match Victoria’s contribution.
Cr Abley, who holds councils arts and culture portfolio, hoped council could “continue discussions” with federal Arts and Regional Development Minister Simon Crean after State Government had set a date for its contribution.
But state South Barwon MP Andrew Katos said including Victoria’s $15 million in this year’s budget was “dependent on the Federal Government committing”.
“We committed that $15 million before the election,” Mr Katos said.
“As to which budget, we’re still waiting to see what the Federal Government does.
“It will be a matter of timing for both sets of government’s money and the council’s money.”
The Independent reported in November that council had threatened to withdraw its $20 million if state and federal governments failed to commit to their shares.
Councillors said the library was in “urgent need” of redevelopment.
